The competence foundation was set up as a part of the collective bargaining in 2002 in order to strengthen the possibilities of competence development for state employees.
This fund should be seen as supplementary to the other funds set aside for the competence development of state employees.
In connection with the collective bargaining in 2005, the parties to the agreement have agreed upon continuing the competence foundation - Kompetencefonden cf. the circular of May 3, 2005.
