News about the OK24 Agreements in the State Sector

During the spring of 2024, the OK24 negotiations in the state sector were in full swing. Here is an overview of the changes that have now come into effect.

The negotiations resulted in better parental leave conditions for fathers/co-mothers, adopters, multiple birth parents, and single parents. Furthermore, an increase in the special holiday allowance and general salary improvements were agreed upon.

The previous mini-pension for OAO-S has been removed, and all employees covered by the agreement receive full pension contributions from the time they start a position.

Finally, there was a focus on the union representatives and their work. The changes are described in more detail below.

We are still awaiting the issuance of circulars for a number of central agreements, including agreements with AC and OAO, by the Employee and Competence Agency.

Parental Leave in the OK24 Agreement

This means better parental leave for fathers and co-mothers as well as adopters, who get their salary rights extended by 3 weeks.This ensures that fathers/co-mothers and adopters receive pay during the earmarked part of the leave and are also equated with mothers in parental leave.

If one becomes a parent to more than one child at birth (e.g., twins or triplets), they will also gain an additional salary right for 13 weeks of parental leave. This applies to both mother, father, co-mother, and adopters.

Special Holiday Allowance

The special holiday allowance is increased by 0.52 percent to 2.02 percent. This is because Store Bededag is included in the allowance. You don't need to do anything, as the increase is automatic. The special holiday allowance is paid twice a year with the salaries for May and August.

Full Pension Contribution for OAO-S

Effective April 1, 2024, there will be full pension contribution of 15% for all employees under the OAO-S agreement, as the mini-pension has been removed. The adjustment is automatic, and you don't need to do anything in this regard.

Agreement on Union Representatives

Union representatives will henceforth have the opportunity to meet with newly hired employees during working hours. The meeting with the new employee can, for example, be planned as part of an introduction program or in connection with an introduction day for new employees.

Furthermore, the leader and the union representative should discuss, after a new election or possible re-election, how the time spent on the union representative's usual tasks and the tasks that follow from the role of the union representative should normally be distributed, including the need for a reduction in the usual tasks.

This discussion regarding time consumption and tasks should also take place if there are changes in the extent of the union representative's work. The discussion should otherwise take place at least once a year to ensure constructive dialogue and discussion between the leader and the union representative.
