In order to ensure the employment of the best qualified applicants, as a rule it is a requirement that all positions and salaried positions in the public sector must be advertised publicly.

The job advertisement must be published in such a way that anyone who may be considered for the post has the opportunity to see it.

Exceptions

The general rule on the posting of all positions may be waived in certain situations. For example:

  • Appointment in connection with entry into an agreed lower-ranking position after the end of a limited tenure appointment
  • Employment under special conditions according to the social scheme in the public sector, e.g. in flexi-jobs or wage subsidies
  • Employment in connection with holiday replacement, temporary employment or other short-term employment not exeeding 1 year.
